The skill ID for Crippling is 0027CBBA.
To add the Crippling skill to your character without leveling up or spending a skill point, open the command console by pressing the tilde key ~ and enter the following command.
Enter the above command again to unlock an additional rank. Entering it four times will unlock the rank Crippling skill.
To remove the Crippling skill from your character, use the following command.
